Bits & Pieces:

  • Literacy Bill Enacted: Gov. Evers announced that he signed 2023 Act 20 into law on July 19. The bill, originally AB 321, creates an early literacy assessment and intervention program. The 2023-25 budget set aside $50 million for this purpose. Gov. Evers also signed five other bills, Acts 21-25, to ratify collective bargaining agreements with various state employee unions.

  • Milwaukee Sales Tax: Milwaukee is in the process of adopting sales tax increases allowed under the new shared revenue law. The Milwaukee Common Council voted 12-3 to adopt the full two percent city sales tax increase allowed by law, and Mayor Johnson signed it on July 14. The Milwaukee County Board is expected to vote on adding a 0.4 percent county sales tax at a meeting later this month.

  • Public Service Commission: The Public Service Commission has released a summary of two public input sessions held in Milwaukee last month, part of the agency’s ongoing investigatory docket “into the development of alternative low-income assistance programs, including a potential Percentage of Income Payment Plan (PIPP) pilot.” The commission also recently announced its publication of the Wisconsin Energy Statistics portal, “an online resource that provides a snapshot of energy use in Wisconsin and its economic and environmental impacts.”
Republican Melotik Wins AD 24 Special Election
Republican Paul Melotik defeated Democrat Bob Tatterson in a special election for the vacant 24th Assembly District. Melotik’s victory gives Republicans a 64-35 majority in the 99-member Assembly, two seats shy of a veto-proof majority.

Fiscal Bureau Provides Updated Budget Numbers for 2023-25
Following the enactment of the 2023-25 state budget, the Legislative Fiscal Bureau has released several memos on the budget, including the effects of partial vetoes issued by Gov. Evers. According to one memo, the state is projected to have a balance of just over $4 billion at the end of the 2024-25 fiscal year.

PFAS Update: DNR Proposes 20 ppt Groundwater Standard for PFOA, PFOS
The Department of Natural Resources held a public stakeholder meeting on a rulemaking to establish groundwater standards for several PFAS compounds. Notably, DNR staff announced that the proposed rule will only seek to regulate two compounds, PFOA and PFOS. The scope statement for the rule included the possibility of regulating PFBS and “GenX” chemicals.
