Senate Holds Final Floor Day

On Tuesday, March 17, the Wisconsin State Senate held their final general session floor day for the 2025-26 legislative session. The Senate calendar included several headline-making topics, including bills on online sports betting gambling (AB 601), PFAS, FoodShare (SNAP) benefits, and name, image, and likeness (NIL) deals for student athletes.

The two most watched items were online sports betting and NIL bills. Both required that broke the infamous GOP “Rule of 17,” which requires at least 17 Republican votes to bring a bill to the floor. AB 601, the online gambling bill, would expand sports wagering options by allowing bets to be placed anywhere in Wisconsin by excluding “an event or sports wager” from the definition of an illegal “bet” in Wisconsin. The bill split the GOP caucus, with nine members voting against the bill, joined by three Democrats.

Similarly, the NIL bill, AB 103, which would provide $14.6 million general purpose revenue to UW to offset the NIL deals for student athletes, passed 17-16, with seven Republicans and nine Democrats voting against.
