The Senate met for its only remaining floor day in February and is expected to reconvene the
week of March 17. Perhaps the most notable action of the day did not occur on the floor. After
placing the highly anticipated reauthorization of the Knowles-Nelson Stewardship Program on
the calendar, Senate Republicans pulled the bill, citing a lack of votes.
Also of note, the Senate passed legislation allowing the use of a preliminary oral screening
device in suspected Operating While Intoxicated (OWI) cases. The Senate also took up several
bills that had already cleared the Assembly and that impose new penalties and restrictions
aimed at countering foreign adversary influence. Those bills now head to the Governor’s desk
for review.

SB-007 Land Acquisition (Jacque, Andre) Prohibiting a foreign adversary from acquiring
agricultural or forestry land in this state. (Voice Vote).
SB-678 OWI Screening (James, Jesse) The use of oral fluids for preliminary screening of a person
suspected of operating a motor vehicle while intoxicated. Passed, (Voice Vote).
SB-994 Public Affairs Network RFP (Bradley, Julian) Public affairs network request for

AB-105 Internet Material Distribution (Goeben, Joy) The distribution of certain material on the
Internet. Passed, (Voice Vote).
AB-202 Wisconsin Consumer Act (Krug, Scott) Voidable provisions in residential rental
agreements and the application of the Wisconsin Consumer Act to leases. Passed, (Voice
Vote).
AB-672 Penalty Enhancer (Moses, Clint) Penalty enhancer for crimes committed by a person
acting as an agent of a foreign government or terrorist organization with the intent to silence or
punish persons for their political view, criminalizing the enforcement of foreign laws without
federal or state approval, and providing a penalty. Passed, 19-14
AB-673 Genetic Software (Moses, Clint) Banning the use of genetic software from foreign
adversaries in medical and research facilities, the storage of any human genome sequencing
data within the borders of a foreign adversary, and providing a penalty. Passed, 20-13.
AB-674 Organ Transplants (Moses, Clint) Prohibiting coverage of organ transplantation and
related care under health insurance policies and the Medical Assistance program if the organ is
transplanted in or originates from a country known to have participated in forced organ
harvesting. Passed, 21-12.
