Senate and Assembly In Session Next Week

After passing over potential floor dates in September in the wake of budget and Foxconn negotiations, the Senate and Assembly are set to be on the floor again next week. The Assembly will be in session on Thursday, Nov. 2, and Thursday, Nov. 9. Assembly members were also told to keep Tuesday, Nov. 7, open for a potential session day. The Senate is scheduled to meet Tuesday, Oct. 31, and Tuesday, Nov. 7.
 
 
Worker's Comp Bill Update

Legislation proposed by the Wisconsin Worker's Compensation Advisory Council (WCAC) has been finalized and is ready for introduction in the legislature.  Historically, once a WCAC approved bill was introduced, it went through a simple process of committee review and quick passage in the legislature.  However, with more controversial items included - specifically a health service fee schedule - the bill's fate is unknown.
 

Bills of Note: PSC

The Public Service Commission (PSC) of Wisconsin staff, as they have in previous sessions, have drafted a bill of modest process reforms for consideration by the legislature. Rep. Mike Kuglitsch (R-New Berlin) and Sen. Devin LeMahieu (R-Oostburg) introduced the bill (AB 532/SB 475) on Oct. 11.
 
 
Gov. Walker's Steering Committee on Driverless Cars Meets

In May 2017, Gov. Scott Walker issued an executive order creating a committee on driverless cars. The governor's Steering Committee on Autonomous and Connected Vehicle Testing and Deployment convened for the second time on Oct. 18 to discuss Wisconsin's current statutes surrounding driverless cars and examples from other states.
 

Marquette Law School October Poll Released

On Oct. 24, Marquette University (MU) Law School released its latest poll. In contrast to its usual compilation of interviews statewide, this poll focused on residents of Milwaukee and surrounding counties.
 
Survey respondents had mixed opinions when asked about the Foxconn plant for which the legislature approved a tax incentive package in September. Overall, 53 percent said the Wisconsin state legislature responds fairly to community problems, while 38 percent said the legislature treats their community unfairly.
 

State Finishes Fiscal Year 2017 With $579 Million Surplus

On Oct. 15, the Department of Administration (DOA) released the Annual Fiscal Report detailing the fiscal condition for fiscal year 2016-17 (FY 17), which ended June 30, 2017. The state ended the year with a general fund balance of $579 million. This is $112 million more than the projected closing balance estimated in the budget (2017 Wisconsin Act 59).
