Legislature Convenes for November Floor Periods

Both the Wisconsin State Senate and State Assembly met the week of November 17 to take votes on various bills. It is expected this will be the final general business floor period for 2025.

The Senate came in first during the week, on Tuesday, November 18 and the Assembly convened the following day on Wednesday, November 19.

Below is the full list of measures taken up by the Senate. All bills were approved by unanimous roll call or voice vote unless otherwise noted. A broad slate of bills has now been sent to Gov. Evers, including measures related to law enforcement, child care and workforce tax credits, education and school operations, public safety penalties, insurance and tax updates, and several local government provisions. These bills now await the governor’s approval or veto are noted below.

Senate Calendar – November 18, 2025

SB 279 – Grants to law enforcement agencies for data-sharing platforms.

SB 11 – Allowing representatives of certain federally chartered youth membership organizations to provide information to pupils on public school property. Presented to the Governor

SB 16 – Participation in interscholastic athletics and application of the public records and open meetings laws to interscholastic athletic associations. Passed, 22-11

SB 188 – Reduction of penalty surcharge when certain fines or forfeitures reduced.

SB 190 – Ratification of the Respiratory Care Interstate Compact.

SB 210 – Changes to amount of, and criteria for designating recipients of, academic excellence higher education scholarships. Presented to the Governor

SB 216 – Local government competitive bidding thresholds.

SB 227 – The law enforcement officers’ bill of rights.

SB 291 – Making certain child care expenditures eligible for the business development tax credit. Passed, 19-14

SB 310 – Time limits on local unit of government chief executive officer emergency power proclamations. Presented to the Governor

SB 358 – Fees charged for certain coroner or medical examiner services. Presented to the Governor

SB 366 – Technical education equipment grants.

SB 367 – Virtual credit card payments in health insurance policies.

SB 376 – A tax credit for employer-provided child care.

SB 377 – Identification of the Brooklyn Area Veterans Memorial on state highway maps.

SB 387 – Indication of veteran status of certain service members on operator licenses or identification cards.

SB 389 – The per-pupil adjustment for school district revenue limits. Passed, 18-15

SB 391 – Equipment of school buses with audiovisual recording devices.

SB 392 – Driver education instruction related to school bus safety.

SB 394 – Damage or graffiti to certain historical property and providing a penalty. Passed, 18-15

SB 413 – Immunity from prosecution for certain crimes based on assisting a victim of sexual assault.

SB 419 – Emergency testing of a criminal defendant for certain diseases.

SB 421 – A grant for modernization of a dam in the village of Rothschild. Presented to the Governor

SB 423 – Time limitation on prosecution for hiding a corpse. Presented to the Governor

SB 424 – Teacher preparatory programs. Presented to the Governor

SB 432 – Mandatory reporting requirements and referring cases of threatened or suspected child abuse to law enforcement. Passed, 18-15

SB 439 – Levy increase limit for the village of Oregon and the towns of Oregon and Rutland.

SB 448 – The use of videoconferencing technology in certain civil actions.

SB 461 – Alternative delivery of projects contracted by DOT.
