Sens. Bradley (R-New Berlin) and Felzkowski (R-Irma) and Rep. Wittke (R-Caledonia) are circulating legislation to require hospitals to publicly share with consumers actual pricing information. The legislation is being supported by Wisconsin Manufacturers & Commerce and Wisconsin business leaders. The bill would allow Wisconsin consumers who purchase healthcare services to know exactly how much it is going to cost by ensuring that hospitals are complying with federal transparency rules. Hospitals would be required to have a publicly available list of standard items and services provided by the hospital. In addition, there would have to be a consumer-friendly list of standard charges for “shoppable services”, that is, services scheduled in advance. Under the bill, if a hospital is not in compliance with the transparency requirements, the state will work with the hospital on a plan to correct their violations. Similar bills have already been passed in states such as Texas and Colorado successfully with bi-partisan support.
