Governor Tony Evers signed a bipartisan bill Friday, August 8, 2025, aimed at expanding healthcare access across Wisconsin by creating new licensure opportunities for nurses. AB257, now enacted as 2025 Wisconsin Act 17, allows registered nurses (RNs) to become licensed as advanced practice registered nurses (APRNs), offering more independence in practice and increasing the availability of healthcare services throughout the state.
The new law was championed by both Republican and Democratic lawmakers, including Sen. Patrick Testin (R-Stevens Point), Sen. Rachael Cabral-Guevara (R-Appleton), Rep. Tony Kurtz (R-Wonewoc), and Rep. Lisa Subeck (D-Madison). It was also supported by numerous nursing and physician organizations.
Under the legislation, APRNs who meet specific requirements, including at least 3,840 hours of supervised practice, will be allowed to practice independently. The bill also establishes updated education and oversight standards for APRNs, promoting both safety and professional development.
Estimates suggest that about 8,000 RNs in Wisconsin could qualify for APRN status, with nurse practitioners comprising roughly 80 percent of that group. Supporters say the law will help strengthen the healthcare workforce and improve access to care, especially in underserved communities.
