Following is a summary of final
action taken by the Governor on selected bills from the regular
session. The State Assembly is meeting today to consider override
of selected vetoes (see below) and the Senate will meet tomorrow
if the Assembly can garner a 2/3 vote to override any of the
vetoes.
We
will begin our 2006 election coverage next week.

SB-136 (Act
487): Income/franchise tax credits for businesses located in an
airport development zone and a loan program for certain construction
projects in an airport development zone.
SB-186 (Act
486): Immunity from civil liability for users, owners and providers of
automatic defibrillators for acts or omissions in rendering emergency care
in good faith.
SB-483 (Act
479): Income/franchise tax exemption for sales/use taxes paid on
purchase of Internet equipment used in the broadband market.
SB-548 (Act
464): Multiple or variable messages on off-premises outdoor
advertising signs along interstate and federal-aid primary highways.
SB-563 (Act
483): Income/franchise tax credits for expenses related to film
production services and for capital investments made by a film production
company.

Bills Scheduled for Override Vote
AB-4: Creates a nonrefundable individual income tax credit for certain
amounts relating to health savings accounts that may be deducted from, or
are exempt from, federal income taxes.
AB-208: Creates rural enterprise development zones and providing tax
incentives to qualified businesses in the zones, creating refundable
individual income tax credits for income and capital gains derived from the
zones
AB-461: Requires legislative approval to locate a gaming establishment
on certain lands taken into trust for the benefit of Indian tribes.
AB-850: Regulation of piers.
Agencies Get 2007-09 Budget Instructions
Gov. Doyle outlined parameters for the 2007-09 Biennial Budget in a
May 26 letter to agency heads.
The Major Budget Policies and Budget Instructions that are attached to his
letter call for most agencies to hold their overall fiscal years 2007-08 and
2008-09 General Purpose Revenue (GPR) to FY 2006-07 levels. In addition,
most agencies are directed to reduce nonfederally-funded administrative
expenses by 10 percent.
The agencies are preparing their budget requests now to meet
a Sept. 15, 2006 deadline, at which time the Governor, with the Department
of Administration (DOA) support, will undertake his formal review. We expect
the budget bill to be introduced in late January or early February of 2007.
