
JAMES
E. HOUGH, president of Hough, Fassbender, Osborne &
Associates, Inc., has been involved in representing clients before
the Wisconsin Legislature and administrative agencies for over 20
years. His clients have included state and national corporations
as well as statewide business and economic development
organizations.
Jim has
advocated for and lectured on significant reforms to Wisconsin’s
civil justice system. He has played an active role in a broad
range of public policy developments, including issues relating to
taxation, transportation and the environment.
In
addition to his lobbying activities, Jim serves as executive and
legislative director for the Wisconsin Mortgage Bankers
Association, Wisconsin Economic Development Association, Wisconsin
Court Reporters Association, and the Civil Trial Counsel of
Wisconsin.
From
1974 to 1977, Jim served as executive director for the State Bar
of Wisconsin. From 1972 to 1974 he was engaged in the private
practice of law in Madison, including lobbying on behalf of a
number of statewide clients. From 1968 to 1972 he served as
executive secretary for the Wisconsin Judicial Council.
While in Law School, Jim also
worked for the Wisconsin Legislative Council and upon graduation
was an attorney and bill drafter for the Legislative Reference
Bureau.
Jim
received his J.D. degree from the University of Wisconsin Law
School in 1967 and a B.A. from the University of Notre Dame in
1964.
