Recent Developments The 2001-02 Regular Session ended on Mar. 14, 2002, pursuant to Senate Joint Resolution 1. All bills that have not passed both houses are dead for this session, and are noted as such in our tracking report. The Legislature remains in Special Session on the budget adjustment bill (Special Session AB-1). The Assembly passed SS AB-1 on Mar. 14, 2002, with several environmental provisions, including the environmental audit and Green Tier initiatives contained in AB-479. The budget adjustment bill is now in the Senate. "Clean Power" Legislation Unveiled Feb. 4, 2002 - A pair of Madison legislators are targeting Wisconsin coal plants for major emission reductions. Rep. Pocan and Sen. Risser's draft bill is modeled after federal "four-pollutant" legislation that would regulate sulfur dioxide, nitrogen oxide, carbon dioxide, and mercury from power plants. Rather than specify mercury limits, however, the authors will likely draft a provision that gives DNR clearer authority to promulgate mercury rules, which have already been drafted and sent to public hearing.
